Arborist reports prepared to accompany protected-tree removal permit applications under county and municipal tree ordinances. Species identification with botanical and common names, trunk DBH measurements, condition and structural assessment rated against ISA TRAQ methodology, photographic documentation, replacement-tree recommendations, and mitigation calculations — formatted to the requesting jurisdiction's submittal checklist.
Encroachment Review & Plan-Check Comments
Independent arborist review of proposed grading, utility trenching, driveway, and right-of-way encroachment plans for tree impact. Identifies Tree Protection Zone conflicts where the proposed improvement penetrates the protected radius, root-loss projections within the critical root zone, and mitigation language ready to drop into plan-check response letters. Used where the developer needs third-party documentation that the encroachment preserves tree health — not contractor assurances.
CEQA-Related Tree Inventories & Biological Resource Assessments
Tree inventory and biological resource assessment components for CEQA initial studies, mitigated negative declarations, and EIR support. Inventoried data — species, DBH, condition, habitat value, regulatory status (heritage tree, native tree protection ordinance, Migratory Bird Treaty Act nesting considerations) — formatted to be incorporated directly into CEQA documents by the project environmental consultant. Findings tied to specific plan elements so impact analysis is traceable.
Pre-Development Arborist Surveys
Tree survey and constraints analysis to inform site layout before design is finalized. Identifies protected trees on the parcel, TPZ envelopes overlaid on the planned footprint, and the buildable envelope the design team can work within. Used to resolve tree-versus-building conflicts at schematic design — where the cost of moving a foundation or a driveway is a markup item — rather than at plan check, where it is a redesign.

Engagement Process
Most development-support engagements follow a four-step sequence. Timeline is structured around the project's planning milestones — pre-application, plan check, permit issuance, construction-phase monitoring.

Pre-application scope call
Initial contact. We confirm the parcel (APN or address), the jurisdiction, the project type (custom home, parcel map, subdivision, encroachment, CEQA document), the planning counter or planning division involved, and the project timeline. We confirm CanopyMetrics has no relationship with the project's contractor, civil engineer, or landscape architect that would compromise independence. Scope and fee are confirmed before any site work begins; the initial scope call is no-charge.

Site visit & tree inventory
Documented site visit. All trees in the project scope inventoried: species (botanical and common), DBH, condition, structural defects per ISA TRAQ Level 2 protocol, TPZ radius, and any regulatory status flagged (heritage tree, protected native, Migratory Bird Treaty Act nesting considerations). Photographic documentation with date stamps and GPS coordinates, and constraints mapping onto the site plan or parcel map.

Report & drawings
Written arborist report and accompanying drawings formatted to the requesting jurisdiction's submittal requirements. Report includes: site description, methodology, tree inventory table, TPZ analysis, impact analysis against proposed development, recommendations (preserve / remove with justification / monitor), replacement ratios where applicable, and the project arborist signature block with full credential statement (see credential detail). Drawings include tree location, TPZ envelopes, and tree-protection notes for inclusion on the construction documents.

Permit counter & plan-check support
Response to plan-check comments. Availability to the planning staff to clarify methodology or to attend an appeal hearing where an adjacent property owner has contested the permit. Construction-phase TPZ monitoring visits are quoted separately and confirm that protective fencing, root pruning, and pruning specifications are implemented as approved. Project close-out documentation is provided on file for the parcel's permit record.

Every report submitted to a North Bay permitting agency is grounded in published, peer-reviewed standards — not proprietary methodology. Planning staff will discipline a submittal framed around "professional opinion" alone; a submittal grounded in citable standards is approved. ISA Tree Risk Assessment Qualification Methodology
The TRAQ two-step process assigns likelihood-of-failure and likelihood-of-impact ratings to each identified failure part and target. Risk ratings (Low / Moderate / High / Extreme) are determined by the published TRAQ matrix — not subjective judgment. Every tree in a removal permit application is rated. Condition assessments in a pre-development survey are TRAQ-anchored so the planner has the data, not the conclusion.

American National Standards Institute A300 Tree Care Standards
ANSI A300 sets the national standard for pruning, root pruning, and tree-protection during construction. When a TPZ conflict is identified, the report cites the A300 section governing the activity (root pruning procedure, pruning specification, etc.). When a contractor's proposed work would deviate from A300, the report documents the deviation and the A300 reference standard — language the planning staff can act on.

ISA Best Management Practices — Tree Risk Assessment & Construction
The ISA BMP series operationalizes ANSI A300 for arborists. The Tree Risk Assessment BMP and the BMP for Tree Care Operations Adjacent to Construction are the primary references used in permit-counter work. Construction-phase TPZ monitoring visits are benchmarked against the BMP for protection fencing, root pruning, and arborist-prescribed pruning operations.

Council of Tree & Landscape Appraisers (CTLA) / Guide for Plant Appraisal
Tree replacement-cost calculations in removal permit applications reference the CTLA Guide for Plant Appraisal (Trunk Formula Method or Composite Method, 9th Edition) when the jurisdiction requires replacement at appraised value. Appraisal inputs are documented in the appendix so the planner can verify the species rating, condition rating, and location rating applied.
Why methodology framing matters at the permit counter: a tree-removal permit application that says "the tree is in poor condition" will be sent back. An application that says "Tree #4 (Sequoia sempervirens, 86 in DBH) rated High Probability of Failure under ISA TRAQ Level 2 based on documented basal decay with fungal conks (see Photo Set 2, Specimens A–C), with a target within the dripline of the proposed primary residence and an Overall Risk Rating of Extreme under the ISA matrix" is approved. The same logic governs CEQA tree-inventory submittals, encroachment review responses, and pre-development constraints mapping.

When does our project trigger a tree permit — and is the trigger different for a parcel map vs. a custom home?
The trigger is generally the same across project types in a given jurisdiction: any grading, construction, utility trenching, or driveway work within the dripline or critical root zone of a protected tree — and any removal of a tree at or above the jurisdiction's DBH threshold for the species — requires a permit before the work begins. A custom home that retains all trees on the parcel may still require a TPZ permit before grading; a parcel map that splits a parcel without proposing structures can be denied at the planning counter for failing to inventory protected trees that will sit on the resulting lot lines.

What does a permit-ready arborist report need to contain to clear the planning counter on the first submittal?
A permit-ready report contains six components, each tied to citable standards: (1) tree inventory with species, DBH, condition rating, and structural defects per ISA TRAQ Level 2 protocol; (2) a TPZ radius calculation for each protected tree; (3) a scaled site plan overlaying TPZ envelopes on the proposed development; (4) root pruning, fencing, and grading specifications grounded in ANSI A300; (5) replacement-tree ratios per the jurisdiction's mitigation standards; (6) the project arborist's signature block with full credential statement (ISA Certified Arborist #WE-12351AU plus TRAQ, and any utility specialist credential where encroachment permits are involved).
The most common reason reports come back from the counter is missing methodology citation — a "poor condition" assertion without a TRAQ rating will not pass; a TRAQ Level 2 rating with documented basis will. What counts as a heritage tree when we're redeveloping a parcel — and why does it matter at the planning counter?
Heritage-tree designation under most North Bay ordinances combines size (commonly 24–36 inches DBH), age (often 100+ years), and sometimes historical or community significance — and once designated, it runs with the parcel regardless of subsequent owners. The planning counter treats a heritage tree as a higher bar than an ordinary protected tree: removal generally requires an arborist report, a public hearing, replacement at a 2:1 to 5:1 ratio or full appraised-value mitigation, and a rationale the planning director is willing to defend at appeal.
Redeveloping a parcel without first checking the local heritage-tree inventory is the most common reason a custom-home or parcel-map application is delayed. What replacement and replanting ratios should we budget for — and how are they calculated?
The standard replacement pattern is 1:1 inch-for-inch — the total trunk inches of replacement trees (measured at planting) must equal or exceed the DBH of the removed tree — for routine removals; 2:1 or higher for heritage-tree removals; and value-based replacement under CTLA methodology where the jurisdiction requires it. Most North Bay jurisdictions also require native or pre-approved species for the replacement trees, and a survival check one to three growing seasons after planting.
For trees removed without a permit, the mitigation ratio is commonly 3:1 to 5:1 or appraised-value-plus-penalty — the budget exposure for an unauthorized removal during construction is much larger than the budget exposure for the same removal pulled through the permit process.
